Ukraine: Military Aid at Lowest Point - What It Means

Military aid to Ukraine has reached its lowest level in 2025, totaling 36 billion euros, a 14% decrease compared to 2024. This reduction is primarily due to the cessation of US aid, which previously covered about half of the total military assistance. European aid has increased significantly, by 67%, to fill the gap, however, inequalities are observed among European countries, with those in Northern and Western Europe contributing the largest share of aid. The Kiel Institute points out that European aid is partly funded through the PURL program, which facilitates the purchase of American weapons for Ukraine, such as Patriot air defense systems and Himars launch systems. At the same time, European allies are increasing orders from the Ukrainian defense industry, which has multiplied its production capacity since 2022. However, Ukraine's financial capabilities are insufficient to fully operate the weapons factories, and orders from European countries are helping to cover this deficit. In the second half of 2025, 22% of arms purchases for Ukraine went to Ukrainian factories, a record that indicates increasing support for the Ukrainian defense industry. Overall, the reduction in US aid and the increased reliance on European contributions are creating a new dynamic in the provision of military aid to Ukraine, with an emphasis on strengthening domestic arms production and addressing inequalities among European countries.
