Nikos Kettiros: Loss of Use Fund Needs Substantial Reinforcement

Nikos Kettiros, MP for AKEL and Chairman of the Parliamentary Committee on Refugees, emphasized the need for substantial reinforcement of the fund for compensating the loss of use of occupied properties. Following the article-by-article discussion of the relevant legislation, he pointed out that the Ministry of Finance committed to submitting a draft regulation, but the available amount (20-25 million euros from the 0.4% special levy) is insufficient, as it will only cover compensation for a small percentage of owners (4 out of 10). Furthermore, during the discussion, important questions were raised regarding the start date of compensation (from the date of the invasion or the enactment of the legislation), the method of calculation (based on the use or the value of the land), and whether legal entities, such as the Church, will also be compensated. Resolving these issues is crucial for the effective implementation of the legislation and the substantial support of beneficiaries. Mr. Kettiros stated that there was consensus on starting compensation from the date the property was lost and that the Legal Service would be called upon to help resolve the remaining questions. The completion of the process is sought before the dissolution of Parliament. In summary, the discussion focused on the need for adequate funding for the fund, clarification of the compensation criteria, and ensuring fairness for all beneficiaries, taking into account the specificities of each case.
