The pilot refused to comply with the instruction to descend to 2,200 feet, citing company charts that specified a minimum safe altitude of 3,600 feet. The controller insisted that 2,200 feet was the minimum safe altitude, but the pilot refused to follow instructions. Eventually, an alternative route was agreed upon, and the aircraft landed safely.
