European Commission Terminates Infringement Procedure Against Cyprus Over 'Golden Passports'

The European Commission has decided to terminate the infringement procedure against Cyprus regarding the Cyprus Investment Program ('golden passports'). This decision follows the program's termination by the government in 2020 and a series of compliance measures with EU law, such as the establishment of investigative committees (Nikolatou and Kalogirou) and the revocation of citizenship for certain investors. The Legal Service of Cyprus managed the issue from the beginning, holding meetings with European Commissioners to provide updates on the measures taken. Ultimately, the amendment of relevant legislation, in cooperation with the European Commission, led to the termination of the infringement procedure.
