EC Moves Forward with Provisional Application of EU-Mercosur Agreement Amidst Opposition

The European Commission announced the provisional application of the EU-Mercosur trade agreement, despite opposition from the European Parliament, which has referred the agreement to the European Court of Justice, and some member states, such as France. The Commission President, Ursula von der Leyen, clarified that the provisional application is transitional and does not replace full ratification, which requires the consent of the European Parliament. Uruguay and Argentina have ratified the agreement, while Brazil and Paraguay are expected to follow. The agreement creates a market of 720 million consumers, reduces tariffs and expands SMEs' access to new markets. The Commission argues that the agreement offers the EU a strategic advantage in a competitive international environment. Despite the opposition, the Commission focused on the benefits of the agreement, such as strengthening the EU's resilience and growth and promoting open, rules-based trade. The Mercosur agreement was described as one of the most important trade agreements of the century. However, the decision for provisional application has drawn criticism given that the agreement is under judicial review and faces objections. The Commission emphasizes that the process will evolve transparently and that it will continue to work with EU institutions, member states and stakeholders.
