HRDA as a Catalyst for the Labour Market in 2025, Says Minister of Labour

The Cyprus Human Resource Development Authority (HRDA) played a catalytic role in the labour market in 2025, offering support to citizens and businesses through simplified procedures and digital upgrades. An increase of 21% was recorded in participation in training programs (118,000) and 18% in the implementation of programs (10,800). Total training expenditure amounted to €46.2 million, an increase of 21% compared to 2024. Particular emphasis was placed on the digital and green transition, as well as the inclusion of self-employed individuals within the HRDA’s remit. The Minister of Labour stressed the importance of lifelong learning for the development of the Cypriot economy. HRDA focuses on training programs within the framework of the Recovery and Resilience Plan and the projects of the Cohesion Policy Programme ‘Thaleia 2021-2027’.
