Net Metering in Cyprus: Clarifying Changes and What Consumers Need to Know

The Cyprus Renewable Energy Companies Association (CERECA) expresses concern over the confusion surrounding net metering of electricity from photovoltaic systems. CERECA emphasizes that the confusion arises from the incorrect equating of Grant Schemes with the Net Metering Framework (offsetting), which are two completely different tools. Grant Schemes are public policy tools funded by the Renewable Energy and Energy Efficiency Fund, which draws resources from consumers through the renewable energy and energy efficiency levy included in electricity bills. These schemes have specific goals: promoting renewable energy sources, enhancing energy savings, reducing pollution emissions, and combating energy poverty. These are annual schemes that are re-announced with retroactive effect. CERECA clarifies that the existence or absence of a Grant Scheme does not determine or limit a household's ability to install a photovoltaic system for self-use and reduce its energy costs. The installation of photovoltaics is possible regardless of grant schemes. The Net Metering Framework concerns the offsetting of produced and consumed energy. From January 1, 2026, the way surplus energy injected into the grid is compensated will change, but net metering and self-consumption will not be prohibited. Simultaneously, the new tax reform introduces incentives for energy upgrades to primary residences.
