Libya Grants 'Plots' to Turkey – Building Energy Partnership

Libya and Turkey are strengthening their energy cooperation, with Libya designating Turkey as a key partner in the exploration and exploitation of its offshore reserves. The Libyan Minister of Oil and Natural Gas stated that Turkey has the experience and fleet required to contribute to the bidding process for these reserves. This cooperation is based on a Memorandum of Understanding (MoU) signed in June 2023 between the National Oil Corporation (NOC) of Libya and TPAO, the Turkish oil company. It aims to develop Libyan reserves and enhance Europe's energy security. Turkey seeks to play a leading role in the energy restructuring of the Eastern Mediterranean, while Libya is looking for investment and expertise to exploit its natural resources. The close cooperation between the two countries poses a challenge to other countries in the region, such as Greece, Cyprus, and Israel. The Libyan-Turkish partnership has clear geopolitical dimensions, as it strengthens Turkey's influence in the region and creates new balances. The exploitation of Libyan reserves could reduce Europe's dependence on Russian gas, but also complicate relations between the countries of the Eastern Mediterranean.
