Parliamentary Immunity as a Haven for Impunity

The issue of parliamentary immunity frequently resurfaces in Cyprus, but without substantial regulation. Despite repeated attempts to limit immunity to the performance of parliamentary duties, the 1960 Constitution remains in effect, providing broad protection to MPs. The recent case of MP Nikos Syka highlights the problem, as the Attorney General is forced to seek a lifting of his immunity from the Supreme Court, even for offenses unrelated to his parliamentary status. This process delays justice and creates the impression that immunity is used as a haven for impunity. The essence of parliamentary immunity is the protection of freedom of speech and vote within Parliament, but this principle is often violated in practice.
