Cyprus: Seven Candidates Exceeded Spending Limits in 2024 Municipal Elections - Half Failed to Substantiate Expenses

A report by the Auditor General (AG) reveals irregularities in the 2024 municipal elections, with seven candidates exceeding legal spending limits. The report highlights that half of these candidates failed to substantiate their expenses, making it difficult to verify the actual cost of the campaigns. The AG proposes a re-evaluation of the legal framework for election campaigns to make spending limits more realistic and penalties more deterrent. Specifically, Yannis Armeftis (Limassol) exceeded the limit by 105%, Loukas Polycarpou (Paralimni – Deryneia) by 43%, Nikos Damianou (Dromolaxia – Meneou) by 48%, Kyriakos Xydias (Amathous) by 48%, Pantelis Georgiou (Kourio) by 34%, Evros Loizidis (Paphos) by 17%, and Miltiadis Papadopoulos (Limassol, Deputy Mayor) by 64.7%. The AG has requested the Chief Electoral Officer to impose fines on those who exceeded the limit and has informed the Attorney General about the illegal actions. Furthermore, the report states that 51% of candidates (172 people) either submitted no supporting documents or submitted incomplete information, making it difficult to verify the accuracy of the declarations. The current legislation does not require the submission of supporting documents, which exacerbates the problem. Of the total amount of election expenses (€1.21 million), only €346,004 was checked, indicating a significant gap in the control of expenses. The report demonstrates the need for stricter control and transparency in election campaigns, as well as strengthening the legal framework to prevent violations.
