European Parliament Approves Proposal to Exclude Turkey from Horizon Europe Program

The European Parliament has approved a proposal by MEP Kostas Mavrides to exclude Turkey from the “Horizon Europe 2028-2034” program, the EU’s largest funding program for research and innovation, which now also includes the defense sector. The proposal was approved by a large majority in the Committee on Security and Defence. Mr. Mavrides emphasized that his proposal aims to ensure that only countries that respect the interests of the EU and its member states, as well as international law and good neighborly relations, can participate in the defense sector. He believes that Turkey does not meet these requirements. The proposal ensures that the “Horizon Europe” program will maintain its character, with an emphasis on society and excellence, while also strengthening democratic legitimacy. Mr. Mavrides stressed that countries hostile to the EU and its member states cannot participate in a European Defence Union. The approval of the proposal is a significant step towards strengthening European defense cooperation and protecting the interests of the EU. It is expected to have significant implications for Turkey’s participation in European research and innovation programs.
