Council Reaches Agreement on Position for AI Regulation

The Council of the European Union has reached an agreement on its position regarding the Artificial Intelligence (AI) Act. The agreement, reached under the Cypriot Presidency, aims to ensure the effective and proportionate implementation of the regulation, which is considered crucial for the current era. The proposal is part of the EU's 7th 'Digital Simplification' legislative package. The agreement paves the way for negotiations with the European Parliament, with the Cypriot Presidency ready to promote discussions for the timely completion of the legislative process. Particular emphasis is placed on strengthening the protection of citizens, especially minors, in the digital environment. Specifically, practices of artificial intelligence related to the creation of non-consensual sexual or intimate content, as well as child sexual abuse material, are prohibited. In addition, a clear timeline is set for the implementation of rules concerning high-risk AI systems, giving businesses and authorities time to adapt. The obligation to register high-risk AI systems in the relevant EU database is also ensured, enhancing transparency and supervision. The Deputy Ministry of Research, Innovation and Digital Policy states that the agreement is a significant step towards creating a clearer and more functional framework for artificial intelligence in Europe, combining innovation with citizen protection.
