The Audit Office has published a report highlighting serious weaknesses in the management of Cyprus's mineral wealth, with delays in licensing and environmental issues. The report states that during the period 2020-2023, only 14 out of 29 applications for quarry building permits were completed, with waiting times exceeding two years. It also points out the lack of a strategic framework for the sector, as the Strategic Environmental Impact Assessment remains at the proposal stage. Particular emphasis is placed on the Androlikou area, where quarrying activity has negatively affected biodiversity, leading to the abandonment of a colony of protected Egyptian fruit bats. The report warns of a possible reduction in the aquifer by 160,000 cubic meters of water due to the creation of a new Quarry Zone. In addition, "fictitious shortages" are recorded in the market, as a company with large reserves shows low production. On the financial side, the report highlights weaknesses in supervision and debt collection, with an outstanding amount of €270,000 since 2019. Delays in the demarcation of excavations limit the imposition of sanctions on illegal quarries. Cyprus has not yet established the framework for sanctions for violations of the European Regulation on Critical Raw Materials. Despite the weaknesses, the Audit Office also records positive steps, such as the increase in administrative fines and the improvement of inspection documentation. However, it emphasizes the need for faster coordination, strengthened controls and stricter enforcement of environmental legislation.
