Kouri Mayor Pantelis Georgiou presented significant observations to the Parliamentary Committee on Interior regarding the management of the recent attack. He highlighted the lack of protocols for incidents within the British Bases, pointing out that even the British had not anticipated the attack. The lack of jurisdiction of the Republic of Cyprus within the Bases led to chaos in the first hours, as there was no clear framework for action. Sirens sounded for hours, causing panic among citizens, while the Civil Defense could not intervene due to lack of authority. Furthermore, the lack of shelters and early warning sirens in the area was highlighted. Interior Minister Constantinos Ioannou announced the approval of a bill to transform the Civil Defense into Civil Protection. The discussion in the Committee focused on the structure and function of the Civil Defense, the contribution of volunteers, and the problems in the shelter creation program. Committee Chairman Aristos Damianou stressed that issues of civil protection and defense have historically concerned the Committee, while raising questions about protocols, coordination between Ministries, and evacuation procedures. Mr. Damianou expressed concern about the shortcomings in civil protection, citing problems with the quality, accessibility, and numerical adequacy of shelters, as well as gaps in evacuation procedures and cooperation with the British Bases. Despite the problems, he noted positive initiatives from the Ministry, with a revised legislative framework expected within June. He also expressed concern that some were "caught off guard" regarding the protection of citizens. Mr. Ioannou mentioned that the shelter program started in 1999 and covered approximately 30% of the population by 2023, mainly through voluntary allocation of private spaces. The discussion highlighted the need to improve the readiness and effectiveness of civil defense and protection systems, as well as closer cooperation between relevant stakeholders.
