Ukraine Support Loan: Urgent Procedure in EP

Following the activation of the “fast track” procedure, MEPs will vote on a proposal for a €90 billion support loan to Ukraine in an upcoming plenary session. On Tuesday, the Parliament approved by show of hands a request to expedite its legislative procedures regarding an EU funding package to support Ukraine. The proposal provides for an EU support loan of €90 billion to Ukraine, which will be financed through joint borrowing by the EU from the capital markets and guaranteed by the so-called “margin” of the EU budget. This new instrument, if approved, will provide military assistance and general fiscal support to the Kyiv government, as well as support for Ukraine’s defense industry and its integration into the European industrial base in the field of defense. At the same time, MEPs also decided to accelerate their work on an accompanying proposal to amend the Ukraine Facility and on the Council’s decision to apply the enhanced cooperation procedure to allow 24 Member States (excluding the Czech Republic, Hungary and Slovakia) to grant the aforementioned loan to Ukraine. The final proposal will be put to a final vote in plenary on Wednesday, January 21. Next steps Given that the European Parliament has begun its work, the loan to Ukraine must now be agreed between Parliament and Council negotiators in the ordinary legislative procedure.
