Cyprus Parliament Approves Law Regulating Specialized Volunteer Groups

The House of Representatives has approved a law regulating the operation and contribution of specialized volunteer groups to state services. The legislation, proposed by MP Irene Charalambidou and developed in collaboration with the Ministry of Interior, passed with 42 votes in favor and 4 against, with ELAM and MP Andreas Themistocleous of Limassol voting against. The law provides for the creation of a volunteer registry, their training, operational control, the provision of personal protective equipment, and prohibits individuals convicted of arson from becoming volunteers. The purpose of the legislation is to strengthen cooperation between state services and volunteer groups, especially in emergencies and natural disasters. The bill's rapporteur, Irene Charalambidou, emphasized that the law stemmed from real-world experiences and crises that tested the state's resilience, recognizing the substantial contribution of volunteers to the state's operational capacity. MP Giorgos Penintaex of the Democratic Alignment welcomed the law's passage as filling a significant gap in the cooperation between volunteers and state services. MP Alexandra Attalidou of Nicosia, while supporting the proposal, called for less bureaucracy and better coordination. On the other hand, independent MP Andreas Themistocleous of Limassol expressed strong reservations, arguing that the law undermines the concept of volunteerism. The legislation is considered important for the organization and more effective utilization of the contribution of specialized volunteers in Cyprus.
