Bases, Shelters and a Functioning State

The discussion about removing the British Bases in Cyprus has been rekindled due to recent geopolitical developments and security concerns. However, the removal of the Bases is a complex issue that requires the consent of several countries, including Greece, Turkey, the United Kingdom, and Cyprus, due to the Treaty Establishing the Republic of Cyprus. Cyprus has missed opportunities in the past to raise the issue of the Bases, such as during its accession to the European Union and the United Kingdom's exit from the EU. A lack of political will and the absence of strong negotiating leverage contributed to this failure. Today, amid increased regional instability, Cyprus does not have the necessary conditions to successfully pursue such a request. The lack of an active negotiating process and the absence of strong international support make such an effort unlikely to succeed. Furthermore, the state of Civil Defence shelters in Cyprus is worrying, with a large percentage of the population not adequately covered. The lack of sufficient shelters and the authorities' indifference to their maintenance endanger the safety of citizens in the event of a crisis.
