Foot-and-Mouth Disease: Veterinarians Should Not Be Targeted for Animal Culls – Crisis Requires Calm and Following Instructions

The President of the Pan-Cypriot Veterinary Association, Dimitris Epameinondas, appealed for veterinarians not to be targeted for carrying out the mandatory euthanasia of animals in units where cases of foot-and-mouth disease have been identified. He explained that the culling of all animals in such cases is mandated by European legislation, which is particularly strict on this issue. According to European regulations, if even one positive animal is detected in a unit, the entire unit must be culled, regardless of the condition of the other animals. Culling is required when the animal shows clinical symptoms, when the diagnosis is laboratory confirmed, or when there is an epidemiological link to other cases. Mr. Epameinondas stressed that European legislation is stricter than international standards of the World Organisation for Animal Health. He also stated that prophylactic vaccination cannot replace culling, as even vaccinated animals found to be positive must be culled. The culling is considered necessary because the virus can be shed by the animal for several months after exposure, making it a continuous source of infection. Mr. Epameinondas acknowledged that there is currently no less painful alternative, but stated that the possibility of special measures for Cyprus is being considered, due to its unique geographical situation and the existence of the Green Line.
