Government Employment Increased by 0.6% in 2025

Government employment increased by 0.6% in 2025 compared to 2024, according to data from the Cyprus Statistical Service. The increase is mainly due to a significant rise in Fixed-Term Employees (FTEs) by 6.1%, despite a decrease in Permanent Employees (PEs) by 4.8%. The overall average employment reached 55,301 people in December 2025, showing a marginal increase of 0.1% on a monthly basis. At the sector level, the Public Service recorded a decrease of 0.9%, while the Security Forces fell by 0.4%. In contrast, the Education Service showed an increase of 1.8%, contributing positively to the overall picture. The largest increase was recorded among the Permanent Employees of the Education Service (+23.5%), while the largest decrease was among the FTEs of the Security Forces (-74.0%). The Statistical Service clarifies that the sharp decrease in FTEs in the Security Forces is due to the completion and non-renewal of specific fixed-term contracts in July 2025. The overall picture of employment in the Government shows a shift from permanent staff to fixed-term contract staff.
