The Personal Envoy of the UN Secretary-General on Cyprus, Maria Angela Holguin, has sparked controversy with a recent written intervention that is seen as having 'frozen' the resolution process. Ms. Holguin justified her decision citing the Cypriot Presidency of the EU, the parliamentary elections, and the need for the new leader of the occupied territories to adapt, justifications that are considered inadequate and pretextual by the Cypriot side. The move by Ms. Holguin is interpreted as an attempt to provide cover for occupying Turkey, as it does not allow time for better preparation but instead offers Turkey the opportunity to continue the existing situation. Ms. Holguin, it is stated, is aware of the discussions taking place in Cyprus and the position of the occupying side, making her intervention even more problematic. In her opinion article, Ms. Holguin conveyed that she does not intend to deal with the Cyprus issue until she sees progress and is asked for her assistance to facilitate decision-making. Until then, she encouraged the President of the Republic and the leader of the occupied territories to continue their meetings without the participation of the UN. Ms. Holguin's intervention is strongly criticized for the absence of any reference to occupying Turkey, which is considered the major problem in Cyprus. The lack of focus on the occupation by the International Organization and its envoys is seen as distancing the solution to the Cyprus issue, and the need for a change of course towards a substantial addressing of the problem of invasion and occupation is emphasized.
