EU Commission Launches Investigation into X's Recommender Systems and Grok AI Tool

The European Commission has launched a formal investigation into X regarding its compliance with the Digital Services Act (DSA), focusing on the artificial intelligence tool Grok. The investigation follows a previous one initiated in December 2023, concerning the management of risks associated with recommender systems, as well as issues related to illegal content, deceptive design, and data access. The Commission is examining whether X adequately assessed and mitigated the risks arising from the development of Grok's functionalities, particularly regarding the spread of illegal content such as deepfakes and child sexual abuse material. The investigation centers on X's obligation to assess and mitigate systemic risks and to submit a specific risk assessment report before deploying features that affect the platform's risk profile. The Commission emphasizes that the launch of the investigation does not prejudge the outcome. European Commission spokesperson, Toma Renier, stated that the investigation was launched due to the belief that X may have violated the DSA, highlighting the appearance of antisemitic content, non-consensual deepfakes, and child sexual abuse material on the platform. Paula Pinio, the Commission's chief spokesperson, underscored the importance of protecting children online, emphasizing that the dissemination of child abuse material is unacceptable and does not constitute a 'premium privilege' for subscribers.
