Despite frequent changes, employers continue to complain about the lack of Cypriot and European workers in sectors like hospitality, while simultaneously requesting relaxed criteria. Some employers may prefer undeclared work, while the frequent changes to the criteria undermine policy coherence. Trade unions characterize these changes as a 'dilution' of the policy, while employer associations appear to be achieving their desired changes, based on low unemployment rates, despite doubts about the accuracy of related statistics.
